Delhi's power supply is like Mumbai's drainage system - it always gives way when needed and that's when the government starts blaming people, instituting committes and somehow every time the demand for electricity goes up in the capital, some plant collapses as though perfectly timed. And no, most often the plant collapses on the brink of the demand, not at the peak of it.
